Trying to avoid being defrauded

I am currently in the process of being defrauded by a purchaser to the amount of about $4,500. The purchaser claimed the item was never received then missed represented value of the item with falsified documents. Currently the purchaser has the ring I provided, plus, PayPal returned to him the proceeds he used to purchase the item. PayPal has provided little support in resolving the issue.
Obviously I would like to paid in full, but this guy is a professional scam artist and I would like to make sure he is stopped so he can’t continue to defraud other victims like me.
Outside of the Resolution Center, which has been completely unaccountable, could anyone suggest a course of action within PayPal or outside PayPal, that could help me advance my cause? I'm in the process of employing an attorney, but I was hoping that would be the option of last resort.
