Store policy or paypal policy?

Hello everyone,
As many of you, paypal users, already know, paypal has a very good buyer protection in case the product received is not as good or the product was never received. I am planning to buy some stuff from japan and have it shipped over to canada. One of the option for shipping is the economic one without tracking. The story policy says that if the stuff gets lost in the way, welp sucks to be you, they won't do anything about it. But doesn't paypal policy protects buyers in case that the product never arrived? So if I purchase from that site and the worst scenario happens (lost package), would paypal policy be applied or the store policy will?
