Something wrong with paypal support

Hello

My friend try to contact support of Paypal, his account with US and he is trying to login with India.

Paypal block account. Forget password not working 

When try to contact paypal support form India, Indian team told to contact US support team.

US support team contact number and email is cant accessible.

All are round and round, no where he can access to support.

Let us know if possible to help?

Atleast how to close this account if no once can help to solve this problem

If he is in India then he should be setting up and using an Indian paypal account.

If he is in the U.S then he should be using a U.S paypal account.

If he is staying in India on holiday etc and trying to use a U.S paypal account then he may find he hits problems as paypals security may kick in thinking that his paypal account has been hijacked and used by another person internationally.

If he is trying to phone the U.S number from India then he needs to use the international option one.
