Sold a phone, buyers customs didn't clear in time, eBay refunded him

So I sold a phone on May 22nd of this year, and I've been fighting it on and off with eBay, the buy and PayPal. Don't know what to do next. Buyer first contacted me with one account, asking if I shipped to his country (Albania) I agreed as his feedback was 100% with over 100 reviews. He asked to keep the value of the phone low so his customs wouldn't charge him high taxes, I told him I would do $75(phone was $400) he went to purchase but his PayPal didn't let him buy, he said he would use his brothers eBay account which also had positive feedback, I agreed. Shipped the phone on May 24th, left the US on the 27th, passed through Greece on the 30th, and then from May 30th till July 10th it sat in Customs. Meanwhile, the buyer instead of contacting me for help, he contacted eBay, and they submitted an eBay claim against me, they wanted me to prove I shipped it. I called eBay and rep agreed that the claim should not be against me and said she would remove it. 3 days later the PayPal hold of $400 is still on my account. I called eBay back and they said they needed proof I shipped the item. I uploaded proof from the USPS website which they had access to by the way. And I asked why I was being punished for the Albanian customs department not clearing his package in time. They said that eBay buyers protection is only covered for 30 days after the purchase, I said right but the buyer agreed on the item being valued at $75, instead PayPal put a hold of $400 on my account. eBay wanted to wait it out and see if customs clears it. I called USPS and asked how long customs may take to clear, I was told up to 45 days. So this buyer is going to get a $400 phone and all his money back. I got furious and called eBay back and told them this. They did not help at all, and told me to work it out with the buyer when customs clears his item. C'mon really??? Do you think a random person is going to PayPal me $400 after he got what he wanted? So I email him and we go back and forth and he seem reluctant and wants to wait it out. July 10th rolls around and the USPS site says: "July 10, 2017, 11:54 am Customs clearance processing complete ALBANIA Your item cleared customs in ALBANIA at 11:54 am on July 10, 2017. " I emailed him back after this and his last response is: "They have not called me yet. I hope so. Lets see. I ll let u know." And that was on July 10th. He's ignored every one of my emails to him. I am at a loss and wonder why eBay **bleep** me over. I don't know what to do. Last rep from eBay said he may be a scammer which I believe now, and I have all his prior messages to me to prove that everything in my favor. Anyone please help?
