Scammed by eBay Buyer and Paypal failed to take corrective action

My Daughter Jessica sold a National Chain piece of Jewelry  with a copy of the receipt to prove its value.  Once received by the buyer they contacted her asking for the original.  Apparently they wanted to  to bring it back to the store since the piece was worth more than twice as much.

Original receipt was not in the deal so now the buyer wanted to send the Jewelry back, no deal.  Buyer contacted paypal and with buyer protection and gets her money back while my daughter still has not received the Jewelry back with no guarantee it will be in the same condition or the same piece plus loses the S&H.  eBay failed by saying its not their problem since Pay Pal was providing the refund.  My daughter had a similar situation once before but the buyer decided to keep the David Yurman piece when my daughter pushed back.  How is that Paypal is unable to see the forest through the trees with scammers like this?

With PayPal policy it appears to be guilty until proven innocent, I'd give them a call and send I'd send a few emails as well. A contact sheet is here: <removed> You could talk to them and tell them that you never received the jewelry back, however I can't guarentee they will listen, but it's worth a shot.

are you sure the buyer got h er money back?

Paypal will withhold the payment once a dispute is filed,the payment is still in your daughter account but it is with held until buyer returns the item with tracking,then it is released to the buyer.

check the case status in resolution center,

why cant your daughter,not mommy ,come to this forum and post?

Paypal has no way to tell who is telling the truth so be fair and give seller his item back and buyer her money back.

On Ebay,your daughter will pay for return shipping but on Paypal,buyer pays
