So I don't understand why PayPal approved a refund from the buyer after eBay clearly closed a case on a refund that was requested after the 30 day money back guarantee.

Ebay and Paypal are 2 separate companies and have 2 separate policies for holding funds for new sellers.
Ebay covers a buyer for 30 days.
With Paypal a buyer can open a dispute up to 180 days post payment for non receipt of item OR item received but not as described.
You need to read up on BOTH sets of seller protection so you can risk assess your sales.
Advice is voluntary.
