So I'm planning to buy a digital game account from somebody, and the trade is $20 through paypal to him, and he sends me the login information.
What I'm here to find out is, is it safe to send the money?
There isn't much of a way to tell if it is a scam or not, the only thing I know is that the account really is his. So If I record a video with everything happening, me sending the money, and the outcome of the situation (if he comes through, or blocks me on skype, and scams me). Will I have any chance of PayPal refunding my sent money?

$20 really isn't so much to lose, so go for it. You probably spend a lot more than that on other frivolous stuff.
