I'm wanting to purchase an item from this buyer & he recommended to pay via paypal & he will then ship the item. I'm hesitant being that from his location, we are only 10miles apart. I understand that the username / web he's using could be false info. I wanted to know if I submitted payment & then received an item that does not fully appear to be as he described during the conversation, what can I expect from Paypal as to help with obtaining my refund.
Also, how long does it take to receive my refund if the seller is no longer reachable for discussion or resolution?
