So my questions is...If you were to buy tickets on offer up, and they turn out to be fake. Does pay pal help get your money back and would you get your money back?

Best to assume "no".
How would you prove to PayPal that the tickets were fake?
Why should PayPal believe you rather than the seller?
PayPal does not check out the tickets and has no clue if they are fraudulent, counterfeit, or usable.
Even if you did convince PayPal they were fake, you would need to return them at your expense to the seller. Seller would likely appeal and who knows what might happen, but it would take several weeks more.
Why not just purchase from a primary ticket agent and thenuse a credit card?
