I want to sell an outboard propeller. The purchaser lives about 300 miles away in S Texas.. He wants to pay me using paypal.. He wants me to ship to him.
I do not want to ship till I have money confirmed in my bank acct. Can he use paypal and how long will it take to get his payment to my banking account and verified. Will there be fees involved and to whom. I am not in business, just wanting to sell extra stuff I don't need.

Assuming you are the seller, you pay the processing fees. It's basically simple, you sell, you pay the transition processing fees, you ship after you have the payment - this is how it works.

As soon as the transaction detail on your computer shows OK to ship you are fine.
There is no way prevent buyer from filing a dispute of some sort. Make sure you review and thoroughly understand PayPal seller protection policies. You must follow the rules precisely.
