Are disputes just for selling apps or can they be against small businesses? I bought a prom dress on 31st December from a small one person business and on the 18th January I emailed her asking when the dress would be shipped she said that it would be shipped that week. I waited for like 3-4 weeks and there was no sign of the dress. So on the 20th February I emailed the lady and asked if she had shipped the dress she said that there was a problem with posting labels which I would not of known if I had not of emailed her. Anyway she then said that she would ship the dress that week. I emailed her again on 22nd March and asked whether she had shipped the dress and I have not had a reply from her and I’m getting worried. Previous times I have emailed she has replied on the same day. Should I open a dispute?
