How to request buyer resolution if I made a purchase through PayPal as a guest?

I made a purchase through PayPal as a guest (did not have an account at the time). I received the products, but determined they were defective. Seller is willing to refund, but willing to pay the ~ $150 for return shipping. Can Paypay assist resolution?

error... the seller is not willing to pay for defective return shipping
