How Buyers Abuse Sellers & PayPal Doesn't Stop It or Care

A buyer purchased two one hundred dollar notes and within one hour of recieving the notes they request a refund due to purchasing on accident. Buyer also emails me and states that they now have a debit card so he no longer needs the cash he bought from me and that he will return them in perfect condition just like they are now. I heard of this scam before so I spoke with ebay and they agreed that I do not need to give a refund and that the buyers stories already aren't making sense and said case closed no refund. But buyer files a claim against me with paypal and then they place a hold on my paypal account causing issues with purchases that I'm making. Buyer changes their tune completely stating I sent them broke money how could I do such a thing. Obviously total BS and I send in documentation of my perfect feedback, copies of emails from buyer stating that the notes are in good shape, along with bogus story about debit card he now has, emails showing the paypal account holder is different from the person that purchased, proof of two different email addresses being used and what does paypal do but say sure buyer you should get a refund send the item back to the seller. I called paypal and asked what were they thinking. They said oh don't worry if you don't recieve the item exactly the way you had sent it originally then they will give me my money it's all a part of thier master plan to show that they really tried to work with both parties. I told paypal they are messing up and me the innocent one is getting hosed. Yesterday I recieved the package from the buyer and it contained to pieces of waded up paper and that was it. I called paypal and told them what I recieved and the gal told me that she would make note of it and it would go to the resolution people and it would take another 24 - 72 hours for them to email me and ask for proof of what I recieved from the buyer. I knew it was another headache coming my way and I was correct. Less than one hour after I hung up, I recieved an email from the brainiacs at paypal telling me that after great consideration they have sided with the buyer and sent them a full refund in just minutes leaving me with nothing but a massive headache wondering how can a coorporation of that size employee such morons. I sent paypal a message last night and for some reason it doesn't even show that I ever sent them anything. Who do I need to contact with paypal or not with paypal that would actually listen and then get my money back. On top of that thier was an additional $260 taken from my personal bank account that paypal doesn't show on thier end but it sure says paypal on my banks end. I will be filing a claim with my bank so they can go after paypal. How can paypal be so blind?

sounds like PAYPAL robot at work, any item not as described handled by robot will result in 'return '/

you have to appeal, and upload pictures of the return goods, good luck, unless he is a serial scammer,Paypal will side with him.

Probably on 25% of what you stated is relevant, so let's start at the beginning and try to understand the first transaction:

You sold two $100 legal tender current notes  The buyer intended to use these notes for cash purchases somewhere.  That transaction seems questionable.

What funding source did the buyer use.

There are other concerns, but the basis of the storey needs to be established first.
