Has anyone else had a PayPal dispute settled instantaneously against them?

I purchased a set of replacement transmitter keys for my vehicle only to find when I took them to a locksmith to have them programmed that the keys do NOT have an RFID chip in them.  When contacted, the seller (keyo1e) told me to take the chip from my (working!) key and put into the new one supplied by him. Does this make sense to anyone?  Another issue is the ad clearly states that they are a US seller (big colourful image) and that it ships from San Francisco. When it arrived, it was postmarked from China.  The seller's response?  We don't claim to be US seller in our listing.  Hmmm? What's that big Red White and Blue "US Seller" image all about??

When a PayPal dispute was opened, it took less than 20 seconds for a denial from PayPal to come through.  There is no apparent way to contact PayPal to ask for a review.  WTF!?!

Makes me want to tell eBay (and everyone I know) to only buy anything if they are willing to risk losing their money.  BTW, I have over 300 other successful transactions. I am not a newbie.
