Account limited, cannot verify, but need to issue refund/close account.

Hello.
I have contacted Paypal three times about this, via account limitations, refunds, and complaints have recieved nothing bar one automated response about how to verify accounts which is not useful. I have also tried the facebook but despite being told I wa sin the "queue" 24 hours have passed with no response.
My situation is this, my account is limited due to funds recieved. I cannot verify my account as it requires UK bank accounts/passports etc none of which I have as I have officially left the UK and closed my bank accounts just udner a month ago, I also lack anyt5hign else viable such as a UK passport or driving license. As Paypals ToS states you must have an account for your country my intent had been to close my account, and then open a new one in Japan once I was settled, this I could then easily verify. So I had no need to verify the existing and now dormant uk account.
However a friend mistakenly sent me some money to this account to help cover my medical issues, and as such there is now a sum stuck in the account. The option to refund it is absent, and Paypal are not responding in a helpful manner. Calling them is not an option as I have severe damage to my vocal cords after my accident, so I can only communicate electronically and paypal seem to lack a chat option?
If a Paypal staff member could at least let me know this is being looked into I would be appreciative, as this money is needed, so I need it refunding so I can recieve it "in person". If anyone else knows how I can just force the system to refund the payment I would also be greatful as the help topics are useless telling me to click a refund option that simply isn't there.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.
You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.
If your account is now limited its unlikely you will be able to access those funds so your friend would have to try a chargeback if he funded that payment via a card OR open a dispute as long as he did not send it as friends / family.
Failing that ........
have you considered contacting Customer Service via Facebook or Twitter?

As I said above I have contacted customer service three times, and the replies were automated and not helpful as they did not address the issue. Social media was equally unhelpful as they did not bother to answer bar a false promise about being "in the queue" 36 hours ago.
I had removed all the information from the account, but my friend sent the payment to the wrong place, a simple error.
I've read online and the general consensus was email Paypal and requested them to refund the payment as limited or not this they have to comply with. But as stated above they do not respond to my query. If they had a direct contact email this would be more helpful. I could have a friend call them for me and ask to speak to their "Executive escalations" department but it is doubtful they will talk with anyone but the account holder which is impossible verbally. UIf they don't respond it seems I have to go through the Financial Ombudsman which just seems like a lot of trouble for a simple issue.
This is not an issue about withdrawing funds or even sending, and these are the only thing account limitation states are affected. I merely wish to refund the payment to it's original sender. Its frustrating that Paypal seem to put up so many hoops to just get a straight answer and it's not very encouraging to a customer whow as considering to return with a new account in future.
