The seller stopped replying but when i opened a dispute 5 days later he replied with a fake **bleep** tracking number that doesnt lead anywhere. Am i going to get my refund? He's definitely a scammer.

Escalate dispute to a claim so PayPal can step in and review the case.  If tracking does not show delivery, PayPal may find in your favor.  If tracking shows delivery and note that tracking info shows city/state/zip, not necessarily the whole address of delivery so PayPal may favor the seller even though you may not receive package.  This is in the purchase protection section of the user agreement.  Let's hope seller ships to your correct address, not a neighbor down the street or somewhere..
