Hello, I'm new to using Paypal and eBay for selling and I have a question on releasing funds after shipping an item.
I'm trying to sell an item on eBay, but I'm a bit skeptical about shipping my item and waiting what could be for up to 21 days to receive my payment. Is there any sort of guarantee that protects me from getting scammed by someone? Let's say that when I ship the item and when it arrives, the buyer refuses to pay me. Would I get any sort of protection from Paypal? Or would I just have to get insurance for my item just in case if I do get ripped off? This is my first time selling on eBay and I've already tried selling the item once, but the buyer tried to scam me and had sent a fake Paypal email to me saying that I had to send the tracking information to be paid, along with the email looking very sketchy.

If its actually showing IN your paypal balance under the new seller hold then the buyer has already paid and has no idea that its pending as that is between you and paypal.
If you don't send for 21 days then odds are they will file a dispute for non receipt of item > win > and then your 'new seller hold' will go on for longer OR they may reduce your selling rights.
Normally when a buyer pays you, you as the seller are credited in advance and paypal take the wait for the funds to transfer from the buyers funding source. However they only take that risk if you have passed the new seller hold and have built up a reasonable selling reputation.
Until then paypal hang on to the funds so they are available if a dispute happens.
You are at no more risk of being scammed. A buyer can open a dispute and if they win even if the funds are in your bank account you would have to refund. If you didn't then paypal would put your account into negative and if you did not pay then they would pass the debt to a debt collection agency.
You really need to read up on ebay and paypal seller protection and then risk assess your transactions as that protection can never be 100%.
Also use your 'buyer blocks' in your 'my ebay' to reduce risk.
