Fishy "fishing" email?

I got an email this afternoon saying it was Paypal - they said my account has been temporarily restricted and provided a link to make changes, which required a login - is this fake? 

I went, instead to Paypal and I see no indication that my account is restricted -

Emails from PayPal will always address you by your first and last names or by your business name.
