I think I am in the early stages of being the victim of a fraudulent transaction. I made a purchase on eBay and paid with PayPal using my American Express funding source.
When I look for the transaction here, it cannot be found and the vendor said they would cancel the sale. However, the charge is still on my Amex account.
Is a record of cancelled transactions kept on PayPal?
