Buyer says I must file a damage claim

Buyer says the item was damaged in shipping and asking for a partial refund. They sent a photo. I tried to start a UPS claim and it asks me for an account number. I shipped from a store. I called and they said the BUYER has to call UPS and ask that the package be picked up and inspected and sent back to me to file a claim. We are in a Paypal dispute and cant communicate. How am I supposed to report it damaged? I never got an email about a resolution but when I went to the resolution center it said the claim was closed, but my funds are still pending. I don't understand whats going on or how to proceed. Thoughts?
