Sold a pair of sneakers, buyer paid for. Item was paid for via Paypal, Item was shipped buyer received.
Now buyer is stating the transaction was unauthorized and there is now a negative balance on my paypal account minus the paypal fees for the purchase of the sneakers.
I can't use my account until the dispute has been looked into because theres a negative amount in my paypal account.
Anyone else run into this problem? How long does it take before a resolution is reached?
I don't think its fair that I am now being penalized because someone used their account and shouldn't have.
Any advise or suggestions?

An unauthorised transaction means that an account holders Paypal account was hacked and used without their consent by your ?buyer.
If Paypal check IP addresses etc and find in favour of the account holder then of course they are reimbursed.
However you would not lose out either as long as you met ALL the requirements of seller protection, so your best bet is to go and read up on it to make sure you were covered.

That is what the account holder "claims", does not always mean they are telling the truth. While very rare, I have had buyers say it was an unauthorized payment, but they only claimed that to get the item and their money back. Rare but happens. Sadly not every one is legit. Course I sell digital products. Seems odd a scam would have things shipped. But i don't sell physical items, so I maybe I am off base.
Best you can do, which I am sure you have done, is supply pay pay everything you have and hopefully they will sort it out.

There is no protection for buyer, if you're taking a payment through your website. Nowhere do they have to enter the CVV/security code. There is no address verification. You don't have a leg to stand on if they dispute with unauthorized transaction. I no longer take payments on my site. **bleep** too many times.
