How to appeal for Seller's abuse?

Hello, I am asking for an advice or a help.
Buyer opened and immediately escalated case, that is now closed. The buyer won, because Paypal didn't give me any chance to discuss or prove my rights.
Buyer didn't send me a full amount of the item as we agreed and didn't pay the shipping. He opened a dispute against me and escaleted this dispute to a claim, he wanted me to refund the amount because of the reason : "the mercandise never arrived or did not match your original description".
It is impossible, because he didn't pay shipping and full price for the item.
What can I do now?
I can appeal only for adding a tracking number, which is impossible as shipping hasn't been paid (I couldn't prove it, because I wasn't given any change to discuss).
How can I report the buyer or appeal seller's abuse?
I emailed Resolution centre while the case was still open and didn't even get a reply.
Call centre's advice didn't help me.
