I have a buyer with 2 emails about item he bought, then 3 weeks later, PayPal pulls money out of my account, because he says he never bought the item, I have emails, plus tracking info, they put money back into my account, but are still reviewing 6 weeks later, I have been told something different every time I talk to someone, anyone else have this problem?

The payment you received could have been made with a stolen credit or debit card and you may have sent the item to the fraudsters address. When the bank get involved they override PayPal and they make a decision to let you keep money or take it off you. To support your case you need to show you sent then item to the address provided. If the addresses matches the bank customers address then the bank may deny the claim but that's not always the case. Looked up chargeback cases paypal to help you

look into resolution center/all cases and find the case,is it unauthorised transaction?

if so,look UP PAYPAL SELLER PROTECTION FOR UNAUTHORISED TRANSACTION ADN ASK YOURSELF IF YOU MEET THE SELLER PROTECTION REQUIREMENTS.

Before anyone starts to sell and accept Paypal payments, read about seller protection and fee schedule and paste them by their desk or work station
