Anyone else get scammed and then kicked when they're down by PayPal via a chargeback fee?

I've been on Ebay since 2001 and have used PayPal for almost just as long. Never had any issues whatsoever...
...until Jan '18 when I sold an Xbox Live 12 month code for $55 only to have the guy scam me (unauthorized purchase, my foot) 2 months later into getting his money back.
On top of it, PayPal charges me $20? I appreciate that PayPal is apparently fighting to get their financial institution to pay me back everything but it still SUCKS, especially after being a loyal customer for so long.
So why do I get charged an extra $20 for no reason?
Considering I receive all my freelance job payments via PayPal, I'm strongly considering suggesting using another route moving forward. So lame...
