Am I covered by PayPal? (Not through eBay)

I bought a set of key caps for my mechanical keyboard.
I contacted seller before purchasing through his site (geekkeys.com) and he said if any keys are defective he would replace free of charge.
I tried contacting the seller several times through his website and forums since Wednesday, and still no response from him. I may have to open a dispute.
My question is... will PayPal cover my loss if the seller ends up not responding? How does it work?

Hi Christoffer. U can open a dispute for item not as described SNAD. If the seller doesn't respond they are doing themselves no favours. Escalate when u can. U might be asked to send the item back at your own expense.
