Hi, if i make a purchase with another paypal user (not a merchant, the other paypal user just send me an invoice), but I end up not receiving the item. Am I protected with buyer protection program?
if the paymnt is made via goods and services,you may file item not received with PAYPAL within 180 days, SELLER Will be asked to upload tracking showing it has been delivered to your address or she loses the dispute and you will get your money back.
some items are not eligible for buyer and seller protection eg real estate,virtual/digital.customs order,motorised vehicles,go to paypal site to learn more
