if you are telling the truth,why be upset signing some form.
In USA,when we file insurance claim,we have to sign and swear we are telling the truth
vendors do not always know if the correct quantity is in the shipment ,only the packer knows.
Once I bought 6 bronze figurines from an Indian importer ,I found only 5 and the importer is not surprised.
He said that the packer in India often will steal from the factory and sell the item on the street,so they jus sent me another one.
Sometimes it could be just a careless mistake,thats why on the invoice,they give you x number of days to report discrepancy
I dont know UK law and the seller you bought from.

what did the package label said,does it have actual weight?
