Someone charge-backed a donation, and I can't do anything about it??

So to just jump right to the point - I'm a live streamer; I play games and people can watch them live. I have a donation button if people want to, and a person sent in two $1 donations.
Nothing happened for a few months, then apparently his card got stolen and he charge-backed both of them, and of course PayPal added a $20 fee to BOTH of them. I tried contacting support but they said because it wasn't a physical item, I couldn't do anything?? It was a donation!
I'd be fine if they just took the $2 back, but being charged $40 more for no reason?
Is there anything I can do at all? Thanks.

When it comes to a chargeback it's a credit card issue and PayPal just passes along the costs. If you were selling physical items and followed ALL of PayPal procedures for seller protection, then PayPal would likely reimburse you for the chargeback from their own funds. But, you didn't follow the procedures for buyer protection so there's nothing to do.
Virtual items don't have seller protection. Items sold without tracking don't have seller protection. The same for some other categories.

I wasn't selling anything at all, it was a donation. Or does that not change anything?

It's not about your end of the transaction; it's about the credit card the sender used. The sender claims the charge was unauthorized (I don't understand why someone who was not authorized to use a credit card would use it to donate $1; unauthorized uses are generally for major $.). Since PayPal has no way of verifying credit card users, PayPal is forced to transfer the claim to the "seller", along with the chargeback from the credit card company.
If this had been for the sale of a physical item, you could have protection to be reimbursed from PayPal, but this wasn't for a physical item so you don't have any seller protection.
If you want buyer protection from PayPal you need to follow PayPal rules for that.
