I am looking to purchase auto equipment from private seller in a different city. He is asking for a $200 advance to ensure I am serious about purchase which is for total value fo $1300. I've heard that I can ask him to create a PayPal account and I can send the funds yet place a hold until he delivers. Is this true?

This is a VERY HIGH RISK transcation and you are likely to loose your money.
PayPal does not provide protection for motor vehicles.
If you send funds he can do what he wants with the funds; there will be no escrow of funds and they can be sent at will by seller.
Furthermore, if you send funds a family/friend, it is gift money.
My guess is the seller has it all figured out.
For deposits you should have a legally enforceable contract, one you can enforce in court.
