Redteez Shirt Scam - DID NOT HAVE A PAYPAL ACCOUNT?

Hi!
On April 8th i bought a shirt from Redteez for a special shirt order for one of my favoirtie let's players, Josh Jepson. However, soon after I bought the shirt, the redteez website closed down and cannot be contacted. My problem is that I did not have a paypal account when i ordered the shirt, i simply ordered it and the memo says it was bought by:
"PAYPAL *REDTEEZ LL402-935-7733 CA 1403"
I figured that it was just being bought through paypal, but after i realized the shirt is not coming i wanted my $19.95 back. The paypal team told me that i should make an account and that i could file an issue by transferring the receipt of the purchase (which i still have) onto my new paypal account. But i don't know how to do that and i am sad about my money and paypal is being very confusing.
Any help as to how i can get my money back would be nice. Thanks, everyone!

You only have 45 days from the purchase date to open a dispute
If you paid as a ppal guest you could have contacted them directly to open a dispute for you
I suggest you contact them directly for advice, if they cant help if you paid by ccard you could ask your card provider/bank if they could chargeback for you

Opening an account:
