I was looking to purchase on eBay and have been in contact with seller over the phone. The guy said he could send me a PayPal request for the payment. I received it and in the notes he put what I was buying. Am I covered this way if for some reason I don't receive my purchase, or is it safer to go thru eBay with PayPal. It's an expensive kids atv...So I'm nervous.

If you receive the item and it is misdescribed then if you open a dispute paypal or ebay will look at the auction to see if you are right or not.
If you did not go via ebay then they only have the "notes" that the seller would on your money request to decide if it was misdescribed or not.
So you have to ask yourself has he put enough on there to cover you if you need to file a dispute.
Also why did you go "off ebay"? If the seller encouraged you to then you have to wonder at his motives.
