Question about Chargebacks and "disputing on youe behalf"

Hello! I'm having a problem with Chargeback.

I'm selling CDs on one popular site, where I have a good reputation.  I receive most payments through Paypal, so Paypal can see that I have a good reputation without even visiting that site, as I receive money on a regular basis from different people, and I didn't have any claims or disputes against me during at least the whole previous year.

And recently one of the buyers (who have purchased from me about 3 months before and then wrote he was happy) contacted me again and wrote he wants to make a new purchase, but wants to pay in 2 parts... I agreed, as I saw nothing criminal in that, as both payments were sent from one account... I though that probably the buyer has 2 cards with little money on each of them, so first he paid from one card, then from another.

In 2 weeks the buyer has contacted me and wrote he has received the postage and is happy with it.

So I have probably thrown away the receipt from the Post office (with buyers name, tracking number and etc.), at least I cannot find it now.

But the tracking number is still visible in the Internet, and it shows the item was delivered.

And then, after more then a month that the payments were received, I have received a Chargeback "Unauthorized Payment" for the 2nd payment.

I have contacted the buyer and asked what's wrong... He told me, that he has made the 2nd payment from his father's card, and his father later went to his bank and wrote a claim.

The buyer has told me, that he has "settled the problem" with his father.

 

However, now the page with transaction details looks like this:

Also in the Resolution Center the Case is marked as Closed:

Status Details:We have reviewed the case. Because you have not met Seller Protection performance requirements , the transaction will be reversed. The case is now closed.

 

The status of the case is "Disputing on Your Behalf"

 

What I do not understand, is:

- If someone took his family member's card, have registered it in Paypal (which means he should have access to online statistics of the bank to get the 4-digit "verification code") and have successfully paid with it - then WHY I SHOULD BE MADE RESPONSIBLE FOR THIS ???

Why Paypal have ignored the fact that the cardholder's name is different then the name on Paypal account ?

And if they are actually the same and this buyer is actually a cheater and liar - then why Paypal takes his side ?

If this buyer has actually used other person's card - then I believe that this buyer's account should be suspended, and the buyer should be asked to pay to the credit card company!!!

If Paypal has allowed the buyer to pass all checks, to register dubious cards, to send the payments with these cards - then why the seller is made the scapegoat for this ?

 

Isn't it weird, that there were 2 payments to the same address, made same day in the same minute,

then each of them has the same tracking number attached by the seller - and Paypal accepts the fact that one of these transactions is "Unauthorized", while the other is not... Isn't it stupid ?

 

Also from the fact the the case in Resolution center is closed - does it mean, that Paypal has accepted the fact that the buyer, who initiated the chargeback, is right ? And Paypal will not do any more investigations on this issue ?
