Purchasing online - paying invoice bill

Hi

 

I'm interested in purchasing a specific keyboard (PC peripheral) that is now discontinued. I managed to find a site selling this particular keyboard but they only offer shipping to Singapore. I contacted them to ask if they would ship to Australia, they said yes.

 

I asked to check for total costs and how would I place an order.
They replied saying it would cost an additional 4% paypal charges and that I had to confirm with them so they can bill me.

 

I'm assuming they are referring to some sort of custom paypal invoice system?

 

Are these custom paypal invoices a valid method for purchasing physical goods?
Does paypal offer paypal protection for purchasers using this invoice payment method?

 

Also, I'd like to know if there's anything I should look for in the such as...

- the terms and conditions of the store
- returns / refund policy of the store
- their contact email (top level domain name) I am corresponding to does not match their website domain name but that shouldn't matter right? (ie email: xy-name.biz compared to website: xyname.com)

 

Anything I should look out for?
I just want to make sure that I will be protected and covered by paypal in case something bad goes wrong.

Just to clarify, instead of placing the order on their website they will send me a invoice bill
