Hello there, i buyed item on ebay, and next day i got email that article was deleted, and user was deleted his account, so i could not contact seller. I opened dispute on PayPal but 20 days have passed and Paypal didn't give me moneyback, so now i can't open new case. I didn't got any message from PP or why is my case refused

Your only option now is filing a dispute with your credit card, if you charged the payment on credit card.
You did not keep track of your dispute and you did not escalate to a claim and left the case alone for 20 days with no activity so PayPal closed it. Thankfully, you didn't lose much.
