New partial payment invoicing option

Paypal recently introduced the option to allow buyers to make a partial payment for an item when paying an invoice in lieu of paying the totaly amount. I would LOVE to be able to offer this option to my customers as it would increase my cashflow. My concern is that I would not be protected if a buyer decided not to pay. I called paypal customer service but they didnt seem to know much about the option or the policy's attatched to it. The woman said I could ship the item before or after the total payment was made and that I would be protected by paypal if the buyer did not make the total payment. In other words, I would not be out the unpaid money and paypal would fund me that unpaid amount, or at least that is my understanding after calling customer service. Now I am reading that partial payments are not covered under the seller protection but I dont know if that is an outdated policy from before this new option was implimented.
My question is: How does partial payment work? If I ship an item before a full payment is made and the buyer does not pay the rest of the invoice but recieves the item, am I out the money? Or does paypal protect me in that instance?
