Is Priority Express Mail Covered by Seller Protection?

I am about to sell a laptop to an international person but I am worried about scams. I will be shipping to Ghana using USPS Priority Express Mail. I noticed on the What is Not Covered section it mentioned First Class Mail International and wanted to verify that Priority Express is covered.

Welcome to the Community!
As long as the tracking number that comes with the shipping can confirm delivery to wherever you're sending your item, then you should be ok. And if the item is over $750 you get signature confirmation. And that you're sending the item to the address that we provide as part of the transaction.
However, a point of concern: PayPal does not offer service in Ghana. So I'd maybe be a little leery before mailing anything.
