How to resolve a limitation that happened six years ago buyer doesn't have account???

I have emailed PP support numerous times no response.  the buyer claimed they never got there item but I cannot issue a refund bc they dont have an account anymore.  What can I do to remove limitations?

If you want to verify your account and remove the limits, you must link and confirm both a bank account and credit card.

Seems like your stuck in a loop, your account is limited, the buyer does not have an account anymore, etc., you can't undo what has been done.  Basically you can't get there from here.

 

One option would be assuming you want to continue to use PayPal, would be to start over again.  You would need a new account meaning a new bank account, email address and credit card.  A challenge, yes.

 

You certainly can contact PayPal's customer support  for assistance but, most likely, you will get the run around.  Someone there would have to reseach your history and fix it.  Not that's that's impossible however, given the customer support track record, you would need someone very, very special. 

 

See what they (customer support) can do first, if it seems hopeless, go with the new account.

Not entirely sure, but I had a purchase that needed to be refunded after the limitation for refunds. Just send the money back to them via "send money" tab. Not sure if that can be done without having a paypal account.....but they do say send money to anyone that has an email address. If that doesn't work (I assume you must have a shipping address of some sort) you can always buy a money pak, or gift card with the amount of the refund.....send them a check in the mail. Etc. Not sure what else you could do after 6yrs.
