How can I use a previously frauded credit card?

So a little over a year ago I was notified that someone had used my credit card to make purchases via PayPal, so I had PayPal mark my card as frauded. The problem is that now I wish to join and use PayPal but my card is still not allowed on PayPal. How can I set up my account with my credit card?

Unfortunately you can't.  You should have immediately cancel the card and got a new one.
