If paypal find in favour of the buyer then normally the buyer will have to return the item back to you trackable before you have to refund.
A buyer has up to 180 days to file a dispute.
You can say no refunds but that normally is for buyer remorse, if an item is not as described in any way ie breaks then the buyer can still file with paypal and they decide the outcome.

Sorry that is for paypal to say when they review the claim.
If they decide in favour of the buyer then yes you will have to refund but he normally has to send it back to you first.

I think they did it to reduce direct chargebacks.
If a buyer funds their paypal payment via a credit card then they have up to 180 days to file a claim direct via their c.c. issuer.
So to reduce that paypal gives the buyer 180 days so the dispute is decided via paypal and not a card company.

In the event of an item received but not as described dispute then its often one persons word against another.
Paypal can't see what you sent or what the buyer says they received.
So to be fair to both parties they normally find in favour of the buyer BUT the buyer has to return the item back to the seller trackable at their own expense before you have to refund them.
