I paid for Express Delivery for a package for a Saturday delivery. It was not delivered until Monday. I am furious, if I wanted it delivered Monday I would have paid $2 for first class! Can I dispute the transaction since USPS did not hold up their end of the deal?

Express Mail service items may be eligible for a refund. The sender must file the request no later than 30 days from the date the item was mailed. Simply take your customer copy of the Express Mail label to your local Post Office and complete a PS Form 3533, Refund for Postage.
Once verified, your claim will be paid by cash or money order.
