Complaint Process Flawed Post Followup

There is strong evidence that the website i and many others complained to Paypal about has been using stolen credit cards or unauthorized charges on cards used previously by customers to pay for new orders, including those paid for through paypal. this allowed the china based outfit to take in money while fulfilling orders through their site with other people's credit cards.  the kitchen appliance i bought from the site, whose ip address identifies it as in china, was shipped by bed, bath and beyond an included a receipt for a much larger amount than i paid  charged to some poor chap in mt. kisco, new york.

 

i understand that Paypal had complaints long before mine and may finally acted in freezing the bogus company's account.  if i can find all this out in one week of investigating why couldn't Paypal with all its resources and obligation to customers do so sooner and why did Paypal rule in favor of the company in the case of some complaints alleging the exact same fraud.
