I can not respond on a link Paypal sent me regarding a claim i made pls help

I made a claim about a package I did not receive.

Paypal send me an email and a link with a respond option.

When I click on respond it does not give me an option to write anything only to cancel the claim or to change the reason of the claim.

Please help!
