My paypal account is not accepting my password and I have a message in my e.mail that said " We recently received a report of unauthorized credit card payment attempt associated with this account."
How can I tell if the e.mail is genuine or a scam? It has a form enclosed for all my details to be added.

You can look at the sender's email addres to learn if it was from PayPal or not.
E-mails requesting input with forms are very likely phishing scams.
You could call PayPal and talk to someone in cusotmer service for the fastest resolution.

I'm in the UK and don't have a local number to ring.
My old password was accepted to get onto this forum.

Did you check the domain mail-paypal.com?
It is not a current PayPal domain from what I can tell, meaning the e-mail was not from PayPal.
However, it is still best to call PayPal customer service. Follow the contact link at the bottom of the page.
You could also forward the e-mail to spoof@PayPal.coml
