Can one create an account with stolen credit card details?

Hi and thank you for reading my topic!

 

My partner and I have recently started going through our credit card history in order to revoke and dispute many transactions made without our knowledge with stolen credit card information.

 

We noticed a lot of PayPal transactions, which would make no sense as our paypal account is linked to our bank account and not to our credit card. If I remember correctly, two accounts can't share credit card information, so it would make sense that someone has used the card information to create a seperate paypal account with it.

 

Also, non of the said transactions appear on our account history, which further strengthens the theory that someone has created a seperate account.

 

As far as I understand, to create a paypal account using a credit card you have to pay a $1 fee and receieve a transaction type code that is only available in your online bank account. However our bank account has no $1 fee to paypal other than the one that was required to open our account.

 

Can someone create an account, and link a credit card (further more, make transactions using it) without actually going through that specific stage?

 

If so, what can the person whose information was stolen and used do - other than cancel the card which we already have - in order to close the fraud account and possibly recieve the information in order to pursue legal actions?

To answer your subject question, yes.  However, down the road, red flags will give it away as there are multiple checks in place.
