Buyer won't pay for item he received, after refund he got for delayed shipment.

Item sent , I have proof of purchase .
Buyer has not received the object after a month and reported a dispute on April 17 .
May 7 was converted into a dispute claim and, consequently, on May 16 resolved to my disadvantage . In the meantime, I made a complaint to the Polish Post .
I had to return the money to the user, paid a commission for eBay, and waited for the return shipping , or money from the Polish Post.
However, at the end of August I received a letter conclusive my complaint from the PP that the recipient received the parcel .
Despite many requests to contact the buyer failed and now I have no money , the subject , and also bore the costs of commissions and shipping .
I reported the matter to PayPal

November 5 in connection with appeal to the case of PP -### -### -### -### I have included the files proving that the goods have been sent and received by the buyer.
Files are attached by a replacement procedure .
November 7 appeal was decided by PayPal.
We sent the buyer an e -mail asking to pay money for Your PayPal account.
Please contact the buyer directly for further information regarding the refund.
November 9 I was able to make contact with the buyer , I sent him at his request , all information concerning the transaction -i.e. tracking number, Nov. 12 in the mail confirmed that he had received item on August 12 , demanded a scan with PayPal to receive money back - I sent him also and 13 November confirmed that everything is correct and he asked for my address of the PayPal payment. I gave it to him.
And since then - nothing happens.
PayPal.pl closed the case and won't do nothing more in my case.
Where should I go? What can I do?
I have proofs that buyer received item - from Polish Post and also from buyer (in e-mail). I do have his all data from account. Shouldn't PayPal react in other way to protect sellers. Don't PayPal has any other methods to receive my money back? I bet if someone would owe you money PP wouldn't has any doubts and fears to take it back from sb account.

If you can't provide paypal with a tracking number that proves delivery of the item with siggy confirmation to the buyer then you will lose any paypal dispute.
In some countries you can't get that so you sell at your own risk unfortunately.
Once a claim has been decided and the buyer refunded then if the item later arrives its up to the buyer to be honest and re-pay the seller.
Advice is voluntary.
