Buyer wants refund of item which hasn't been received!

I shipped a product with a no return policy wrapped in air pillows prior to placing in priority mail box with delivery confirmation.
Buyer claims item arrived damaged and has pictures to prove it, thus asking for a refund. Item sold on ebay using paypal.
My first reaction was impossible and when l checked the usps website. Item hasn't been delivered. What do l do when such a buyer starts a refund request?

Unfortunately if the buyer opens a dispute to get his or her refund, there's a good chance they will win. To avoid the dispute, one option would be to ask the buyer to return the item and then you can refund. From personal experiences, although PayPal requires proof of shipping, USPS has a poor tracking system which is not always accurate.

I feel sorry for you! but PayPal doesn't care what your shop's policies are! they are always in favor of the buyer! even though a buyer cheats on me and I proofed it, she still wins the cases! PayPal doesn't care and i don't think any human being at PayPal will investigate each case!
