Account limitation with no option to resolve

Hi just wondering if anyone can please help me with this situation. Im in Australia and my account reached $1000 where my account got limited and got an email where i need to prove identity. And the days are counting down before my account is restricted.
I go to the resolution center to see what i need to provide and theres no steps. Just says confirm Identity, waiting for your response and resolve. So i click the resolve button and it doesnt do anything, it just loads the same page up over and over again. Ive tried sending emails and have got nothing. waited 2 hours on phone and gave up.
Please help. Im really stuck. I have the I.D i need to send. i just need the option to do so.

Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".
