Zip Code won't update for PayPal Debit Card

I changed both the business and personal address about 6 months ago. I am able to use the card. However, if I have to go to the gas station to get gas. It asks for the zip code and when I put it in, it says it is incorrect. I have to use my old zip code for it to work. How do I get the system to see my new zipcode?
