Late fees

I was charged a late fee of $27 because I paid my bill early and apparently, it fell on the previous month’s cycle end date -Jan. 3. When I called about it on Feb. 3, Paypal refunded the $27, but then charged me $38 because Feb. payment posted that same day which apparently was January’s end date. When I called about it, Chris said they could only refund one late fee per 12 month cycle...let me reiterate, I was NOT late on any payment...both payments were early! Why should I pay for a system issue. I asked Chris to let me talk to her supervisor and she refused and said I had to write a letter to Paypal because no one at her level could fix it. This whole situation is wrong on so many levels and is really aggravating, worthy of a complaint to the BBB.  I did make sure March’s payment was made after the 3rd, but how is a person supposed to know how crazy their system is. Anyone else have this problem?
