Getting a PayPal Debit Card

Hi,  I need some help to understand if I can get a PayPal Debit Card if I have a Premier Account,  or are they only available for Business Accounts?

Premier account has been replaced by business account.

if you have a business account ,you can apply for a Paypal business debit card,use it as a credit card,you get 1% cash rebate from Paypal.

there are limits,daily ATM limit is 400,daily spending limit 3k.you can adjust it yurself
